Jennifer Velvick-Schultz

With more than twenty years experience working with small technology companies conducting business with the federal government, Jennifer is well versed in monthly accounting processes that include: variance analysis, project costing, labor distribution, allocation of overhead and indirect rate development. In addition, she develops internal policies and procedures for multiple high tech companies performing on government contracts. She also prepares and edits annual budgets, cash flow projections, and handles the interface with government auditors during the complete audit process. George Bulpitt

gbulpitt2George Bulpitt holds a BS in Accounting and a MA in Business.  After spending 7 years with Defense Contract Audit Agency (DCAA) and 25 years with first tier aerospace contractors, he is a uniquely qualified presenter for a variety of government compliance topics.  These include but are not limited to: Incurred Cost Claims, Proposal Preparation, audit Disclosure Statements, their cost impacts and day-to-day relations with the government. Reid Silvern

reidReid Silvern worked for the Defense Contract Management Agency (DCAA) for 33 years as a price/cost analyst and Earned Value Management (EVM) Specialist. He prepared negotiation positions on behalf of all the military services and used cost volume analysis, weighted guidelines profit analysis, sampling techniques, and numerous cost analysis techniques in the course of preparing pricing reports. He also negotiated spares orders, change orders and field service orders on large air force programs. Mr. Silvern was an earned value specialist for the government at a major multi-service contractor. He performed yearly EVM surveillance, was a member of numerous EVM compliance teams for EVM system certification and approval and wrote yearly EVM system evaluations and Advance Agreements. For nearly five years, Mr. Silvern coordinated audits and performed price/cost analyses with the French and German governments on US procurements of NATO and overseas programs. Mr. Silvern was a DCMA Field Service Representative and trained other Price/Cost Analysts cost analysis, weighted guidelines profit analysis and negotiation techniques. Mr. Silvern was also an instructor at California Polytechnic Institute Pomona and taught Price/Cost Analysis.

Anthony Bone

tbone1Anthony Bone is a co-owner and senior consultant with Lexem Strategy LLC, a small business dedicated to helping companies and federal agencies design, implement and manage effective Earned Value/Project Management Systems. He heads up the company’s commercial consulting and training practice areas. • Mr. Bone has spent the last several years with Lexem Strategy developing innovative EVM solutions in a collaborative customer environment. He has spent several years working for large defense contractors such as EDS, TRW, Litton, and SAIC in developing effective financial management systems. Mr. Bone worked with SAIC as the business management / technical lead in support of the $14.9 billion US Army Future Combat Systems (FCS) program. He has also worked on other billion dollar programs such as the US Army Reserve Component Automation System (RCAS) program, developing EVMS by providing technical leadership and training support. • Mr. Bone earned his bachelor’s degree with a double major in Finance and Management of Information Systems from George Mason University’s School of Management in Fairfax, VA.

Danny Stroud

dannyestroud2Founder and Managing Partner, Santana Partners LLC, a investment banking firm with a strong track record of helping businesses attain the next level by helping them clarify their capital strategy requirements and pinpointing solutions. Over the past several years, Mr. Stroud has been working with several classified security services companies that focus on integrated security services for federal and state entities. He helped those companies develop internal systems such as accounting, financial management and project management to support the rapid growth of these companies. He actively participated in business development and customer management matters ranging from bid preparation through financing startup costs and compliance and reporting. He developed and executed long-range capitalization plans for these companies and helped management teams raise additional capital and manage working capital. • Until June 2002, Danny E. Stroud was President and Chief Executive Officer and Director of AppliedTheory Corporation. AppliedTheory, a publicly traded internet services industry pioneer with $83 million in revenue, built, managed and integrated the increasingly complex Internet solutions that large enterprises and institutions rely on to survive in an online environment. The company enjoyed clients such as the Federal government and 28 State governments. • A telecommunications industry veteran, Mr. Stroud joined AppliedTheory from Veraz Ventures, Inc., a company he founded in 1998 to develop telecommunications opportunities in emerging markets. This venture focused on starting or growing wireless and Internet companies in Latin America in concert with local entrepreneurs. Veraz successfully support companies through a start up, growth and exit stage in Panama and El Salvador. • Previously, he was Vice President of Verio, a Denver-based company he helped found in 1996. Mr. Stroud was the Vice President of infrastructure deployment and operations as well as the principal executive in charge of acquisition of several Internet Service Provider (ISP) companies, completing 10 acquisitions in a year. He served as the interim president for five of the acquisitions until their integration into Verio. • From 1993 to 1996, Mr. Stroud was the VP of Network Deployment and Operations at Nextel and oversaw the deployment and operations of the nationwide digital mobile wireless network. • Prior to joining OneComm, Mr. Stroud was Network Director at Bay Area Cellular Telephone Company in San Francisco (Cellular One) and General Manager of an independent business unit of Pacific Bell Yellow Pages. • Mr. Stroud received his Bachelor of Science from the United States Military Academy at West Point in 1975. He was appointed from the state of Oregon. He received his Master of Business Administration from St. Mary's College of California in 1986.
